Programming

MCFA offers services to support client’s construction programming efforts. MCFA develops mission requirements, site plans, floor plans, adjacency requirements, cost estimates and development of project documentation, such as Form DD 1391.

Department of Defense Education Activity

MCFA supported the Department of Defense Education Activity in the execution of a $3.7B school replacement and recapitalization program. MCFA developed DD 1391 guidance for field activities for follow to ensure consistent, accurate and compliant construction programming documentation. Further, MCFA provided quality control oversight for the development of DD 1391 packages. This oversight included the review of every DD1391 specific cost estimate package to ensure consistency with design and specifications and to ensure products and quantities are appropriate. Additionally, MCFA developed guidance for field activities to conduct planning and 15% design charrettes.

Base Realignment and Closure Act Program Management

Since 2005, MCFA has been the BRAC Program Manager for the U.S. Army Garrison at Aberdeen Proving Ground (APG) in Maryland.  We have worked closely with the Directorate of Public Works; Directorate of Safety, Health and Environment; Directorate of Information Management; Installation Commanders; and tenants located at APG to execute BRAC 2005.  Additionally, we worked with the U.S. Army Corps of Engineers Baltimore and Philadelphia Districts, Maryland Department of Environment, Maryland Department of Transportation, and Maryland State Highway Administration.

MCFA provides ongoing support for a variety of efforts including Army master planning and programming, briefings, strategic communication, and transportation planning.  We have been engaged in the DD1391 process, stationing actions, siting, construction, LEED, sustainable design, life cycle cost analysis, NEPA, project integration, facility commissioning, warranty management, traffic, infrastructure, transportation, and occupancy of 2.8 million square feet with a total budget of $1.5 billion.  As a part of the BRAC effort at APG, we were involved with the eight building campus for Team C4ISR that met LEED Silver certifiable standards.  MCFA served as the APG's representative for LEED and all facilities were built to LEED Silver or above.  We also managed the strategic communications for APG which resulted in over 40 published articles.
