Master Planning

MCFA provides clients a facilities roadmap towards mission sustainability. MCFA translates future mission requirements into a facilities plan that is both environmentally and financially sustainable.

Capital Investment Planning

MCFA has provided strategic facility, economic, and infrastructure planning for the following installations in support of BRAC 2005: Fort Monmouth, New Jersey; Fort Bliss, Texas; and Fort Lee, Virginia.  We worked closely with installation leadership and staff, state and community officials, and officials from the Department of the Army and the BRAC Project Management Office to develop planning and impact studies, cost and revenue estimates, capital improvement needs, and ongoing BRAC planning and implementation support. MCFA continues to provide onsite BRAC coordination and planning services to APG - supporting management programs related to the relocation and influx of positions and resources to and from APG.

US Army – Team C4ISR

Serving as support for CERDEC and CECOM - wholly comprising Team C4ISR, MCFA provides facilities assistance for completed and occupied buildings and provided similar assistance for facilities under construction during BRAC.  At the close of the BRAC construction, MCFA was heavily engaged with providing warranty support for Team C4ISR.  In support of the Team C4ISR Chief Engineering Branch during and following BRAC, MCFA tracked warranty issues and provided a conduit between the Chief Engineering Branch and the Aberdeen Proving Ground Department of Public Works (DPW).  Our staff would participate in the site visits hosted by the warranty holder and help to identify and coordinate issues and their resolutions.

MCFA also provides oversight and management to modifications and new construction within the buildings.  Since Team C4ISR has ever evolving missions, the need for reorganization and modifications are always present.  We work with Team C4ISR to provide coordination and direction for contracted work as it is designed and executed.  Our coordination extends to include and ensure cooperation with the contractor, A/E firm, and the DPW.
