Redevelopment Assistance Capital Program – Commonwealth of Pennsylvania

MCFA was selected by the State of Pennsylvania as an in-house consultant for oversight and review of the Redevelopment Assistance Capital Program (RACP).  RACP is a commonwealth grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic and historical improvement projects. 

MCFA’s role in the project is Grant Review and Construction Monitoring.  In this role, MCFA’s financial analysts and construction managers jointly perform reviews of technical and financial materials, site visits and overall compliance with the Grant program’s construction, design and financial requirements. 

General Services Administration Region 5

MCFA was selected by GSA Region 5 to be the Construction Manager as Agent in support of over $90M of Energy Savings Performance Contract (ESPC) projects.  These projects are spread over 11 buildings in 3 cities and include lighting, central plant, water and mechanical retrofit Energy Conservation Measures. 

In this role, MCFA is providing both on-site construction management support – ensuring the chosen ESCOs are complying within contract and supporting with all aspects of the project from tenant coordination to quality assurance and general oversight of the project.  Additionally, MCFA is the Design and Engineering consultant providing submittal, design and contract specification review support.
