Sam Cubberley, MPM, LSSGB

Senior Consultant

Mr. Cubberley is the program director of MCFA’s Infrastructure Division. He has 20 years of experience specializing in client relationships and deliverables over a dynamic set of services. He specializes in managing complex, large-scale construction programs for public and private sector clients. He has overseen over $1 Billion in various transportation, energy, environmental, and MilCon projects and programs for military and government agencies. His expertise includes Quality Assurance, Executive oversight, Program Management, and delivery of National Environmental Policy Act (NEPA) compliance. Specifically, Mr. Cubberley has led EA and EIS for federal, DOD, and local military and civil projects. Additionally, he was the lead program manager and Project Executive for BRAC Relocation at Aberdeen Proving Ground, MD. His professional experience includes project management, business analysis, strategic planning, and facilities planning and management.
