The 2M Square Foot Government And Technology Enterprise (GATE) Project at APG, MD is projected to bring $300M in overall lifetime value/up to $2M in annual funds to Army soldiers, families, and missions making this the largest Research and Development administrative and office EUL in the DoD’s portfolio.
MCFA managed and led the APG Government and Technology Enterprise (GATE) Enhanced-Use Lease (EUL) project from concept, procurement, to full execution, construction, and leasing and post leasing management. The GATE is a 2.3M SF, state of the art, office, research and development, and technology business park for government and non-government users. This EUL project is estimated to generate $300M to the Army in overall lifetime value and $2M in annual funding for Army soldiers, families and missions.
MCFA identified underutilized property which could be leveraged to benefit the garrison under the Army EUL program.
MCFA summarized the legislation, reviewed existing EUL practices throughout DoD, and prepared informational briefs for Army leadership. MCFA performed the actual site selection activities and analyses to identify opportunities and constraints for locations and presented the potential site information to installation leadership for guidance and approval. Following selection, MCFA assisted in the preparation and performance of the NEPA/ Environmental/ Cultural Resource Assessment and worked with the installation and USACE leadership to develop the concept plan for the site, and participated in the developer negotiation.
