MCFA’s Real Estate Team consisting of Bill Meiter, Donnie Dunn and Will Harris support the 99th Army Reserve Support Command (RSC) at the Pryor Building on Joint Base McGuire, Dix, Lakehurst (JBMDL) in central New Jersey. The 99th RSC is responsible for approximately 300 separate Army Reserve sites in the 13 state New England District. The Real estate Team operates within the Department of Public Works (DPW) directorate and maintains an inventory of over 4,500 assets with a Replacement Value of over 3 billion dollars. MCFA also supports the Master Planning and Environmental branches of the DPW, which helps maintain stability during the facility lifecycle.

MCFA provides on-site support Real Property Existence and Completeness (E&C) and Valuation Assertion Review in support of the Chief Financial Officers Act (CFOA), database of record support, site investigation/analysis, compliance with Army Regulations regarding Real Property utilization and reporting, space planning and management support as related to database maintenance.

MCFA Staff perform all functions pertaining to the inventory, disposal, and reporting of all real property. We perform real property validations, Facility Utilization Surveys, facility assessments, data collection, acquisition and analysis, data standardization & conversion, Space Utilization Studies, consolidation support and management, records management, cataloging and library maintenance. We assemble and manage legal instrumnets to include easements, licenses, permits, leases, and manage jurisdiction related issues and disposal of excess Real Estate to include disposals mandated by BRAC or public law. We prepare documentation in support of Real Property activities including, but not limited to Reports of Availability (ROA), Reports of Excess (ROE), and Findings of Sustainability to Lease or Transfer (FOSL or FOST).
