Department of Defense Education Activity Education Facilities Specifications Business Case Analysis
The Department of Defense Education Activity (DoDEA) 21st Century Education Facilities Specifications have been developed to guide the design of all DoDEA school facilities- ensuring that every element of the educational process is focused on curriculum delivery, efficient use of available space and resources, and achievement of educational excellence for children of military families. The Business Case Analysis (BCA) presents a comparison of the cost to construct schools designed under the 21st Century Education Facilities Specifications versus the cost to construct schools designed the previous specifications- the 2011 Education Facilities Specifications, Version 3. The goal of the BCA is to determine which set of design specifications are most cost effective to construct and to reconfigure a school to satisfy future mission requirements.
MCFA developed a process to normalize actual costs construction costs for schools constructed under the previous specifications and cost estimates for the 21st Century schools. Cost were normalized for inflation and geographic locations.
Naval Facilities Engineering Command Business Case Analysis
Faced with an emergent need to evaluate potential facility solutions, the Navy engaged MCFA to perform a business case analysis evaluating the potential costs and benefits of six potential facility solutions to address the Navy’s need for administrative office space at the Washington Navy Yard to accommodate 2,500 new employees. MCFA examined six execution alternatives which incorporated market dynamics, mission requirements, lease versus construction models, and examined intangible costs and benefits.
