Executive Team

The MCFA team is comprised of a group of dynamic individuals from varying backgrounds and different walks of life.

Singularly, each individual offers a unique skill set with expansive knowledge - both general and specific - within a specific field; collectively, the group offers an unparalleled spectrum of knowledge and practical experience across many fields.  A snapshot of this collective experience and knowledge is briefly described below.

Rebecca Fuhrman Co-Founder & President

As a CPA with PNC Bank and later Ernst and Young, I was a stickler for the details.  I saw first-hand how organizations can break down if they aren’t using good financial analysis to make decisions and rigorous, repetitious processes in their operations.  Prior to that experience, I worked in the hotel industry where outstanding customer service wasn’t a competitive advantage, it was a minimum requirement.  I started MCFA with these three principles as our hallmark.  I knew a consulting firm dedicated to unrelenting customer service, rigorous analysis, and process would flourish and I’m proud to say we are!

Michael Fuhrman, AICP Co-Founder & Principal

I started my career as a planner with the City of Altoona, PA where I learned the reality of budgetary and regulatory constraints that civil servants have to navigate.  Subsequently, I worked for two industry-leading engineering firms where I specialized in land use, infrastructure, and transportation planning.  While both were excellent and well-respected companies, I often use my experience in the hospitality industry to ensure that MCFA clients receive customer service reminiscent of a five-star hotel.  Our clients hire us for our energy, creativity, and reliability - if we can’t deliver these, then what’s the point?

BJ Kraemer Managing Principal

Prior to joining MCFA, I served six years as an Engineer Officer for the U.S. Army where I held various leadership positions with engineering units in both combat and garrison environments.  My final assignment was with the U.S. Army Corp of Engineers as the Deputy Area Engineer for the Philadelphia District.  In this position, I oversaw the construction management effort of the $1 billion BRAC program at Aberdeen Proving Ground, MD.  After leaving active duty, I continued to provide consultant services to the Army while helping to grow a small construction management firm in Maryland.  As a result, I have witnessed first-hand the value that the RIGHT consultants can bring to the organization they support.  I joined MCFA because they are that firm!  I am excited to be surrounded by and a part of such a dynamic group of passionate, smart, driven people.  I look forward to serving your team, solving your problems, and helping you better execute your mission and projects.

Dan Siff, AICP Senior Consultant

Through almost two decades, I have had the pleasure of working with all levels of government.  I started out as a municipal planner in South Florida focusing on development review and comprehensive planning.  Then, 10 years ago, I made the switch to private practice with my primary focus on planning of facilities and programs for the Navy, Marine Corps, Army, Air Force, U.S. Coast Guard, and Office of Secretary of Defense-level agencies.  I have worked on a multitude of facility types including administrative, operational, maintenance, RDT&E labs. and, most recently, schools.  Additionally, I have also had the privilege of applying my planning skills towards management of federal programs such as Anti-Terrorism/Force Protection and large-scale MILCON programs.

Sam Cubberley Senior Consultant

Prior to joining MCFA, I spent 14 years in the US Army as a Corps of Engineers officer.  I have held numerous leadership positions all over the US and abroad.  It has been my pleasure to work alongside America's sons and daughters.  My final position in the Army was as the Associate Athletic Director for Facilities at the US Military Academy at West Point.  Since 2008, I have served as the Infrastructure Program Manager for MCFA.

Jeff Weissman Advisor & Senior Consultant

Prior to joining MCFA in 2009, I served 27 years in the U.S. Army.  I am a retired Army Colonel and former Garrison Commander and now specialize in the development, implementation, and management of Energy and Infrastructure Programs.  My professional experience includes project management, logistics management, strategic planning, and the development of energy efficiency plans and programs.  As a former Garrison Commander, I developed a passion for Energy Conservation.  That happens when you pay $40 million annually on utility bills!  MCFA offered me the opportunity to continue developing that passion and spreading the successes I've had to other military installations and corporate clients around the country.  Although I’ve taken off the uniform, I’m grateful that I’m still able to support Soldiers, Sailors, Airmen, and Marines through the Energy Services Management Program.
